History
Edit
As with all Hierarchical cities, the 13th Hierarchical City of Kagutsuchi was created after the events of the Dark War, which, after the defeat of The Black Beast, left large amounts of seithr on the planet. It is said that the Kaka Clan lived in Kagutsuchi first, but because of the invention of Hierarchical cities and the fact that the Kaka could survive high concentrations of seithr, the city was built on top of their village.

Social StandingEdit
The Librarium is at the top of the city, so that it can watch over everyone. The top half of the city is where nobles and high-class people live. Normal middle- and lower-class civilians live in the bottom half. Below the city is where the Kaka live.
